As you are aware, we are in the process of repairing Keeton
Reservoir in order to address potential dam safety issues identified by the State's Dam
Safety Engineer.

Along with this application I am also supplying two years of financial statements for the
City of Fountain that includes pertinent information regarding the Water Fund that operates
as an enterprise of the City of Fountain. The final piece of information that I am enclosing
is the City of Fountain's Water Rate Study prepared by BBC Research and Consulting. It is
important to note that Fountain implemented an inclining block rate structure as suggested
by the report and also increased water taps fees on June 9, 2001 into ensure that the Water
Fund has assets necessary to meet the needs of our customers.

If you have any questions or require additional information, please contact me. My direct
telephone line is 719-322-2034 and my e-mail address is jmcgrady@fountaincolorado.org.
Thank you for your assistance and I look forward to working with you and others at The
Colorado Water Conservation Board.

Enclosures

C Kathy Kuberka
Rod Kuharich
Greg Nyhoff
Ron Woolsey
