<br />Proiect Sponsor <br /> <br />The City of Fountain is a home rule city in El Paso County with a current estimated <br />population of 13,400. The City water system supplies about 5,000 taps. Water is obtained <br />from the four Fountain Creek wells and from the Fryingpan -Arkansas Project. Some <br />selected characteristics of the City are presented in Table 1. <br /> <br />Table 1. <br />City of Fountain, Selected Characteristics <br /> <br />Service area population <br />Number of taps <br />Average monthly residential water bill <br />1990 Median household income <br /> <br />13 ,400 <br />5,000 <br />$40 <br />$23,733 <br /> <br />Proposed Proiect <br /> <br />The purpose of the rehabilitation project is to provide the necessary modifications to <br />Keeton Dam in order that the dam is not reclassified as a moderate or high-hazard <br />structure. In the draft feasibility study currently under preparation by W.W. Wheeler <br />(Wheeler), a number of alternatives for accomplishing the project purpose were <br />evaluated. <br /> <br />The selected alternative involves lowering the existing emergency spillway on the south <br />side ofthe reservoir by 12.5 feet and increasing the spillway width to 30 feet. The <br />discharge channel would extend from the upper part of the reservoir through the spillway <br />to below the dam directing streamflows away from the reservoir. A small pool of a few <br />acre-feet would remain to prevent freezing problems with the outlet works. <br /> <br />The lowered spillway should allow the dam to be classified as a Minor Size Dam with a <br />Hazard Class of 2 or less (no loss of life in a flood). The spillway will be designed to <br />accommodate twice the peak discharge of the 100-year flood, which is estimated at 6,400 <br />cubic feet per second. (The spillway of a minor Class 2 dam must pass the 100-year <br />flood.) <br /> <br />CWCB staff has discussed the proposed project with the staff ofthe State Engineer's <br />Office (SED) and it appears that the SED looks very favorably on the type of project <br />being envisioned in the selected alternative. <br /> <br />Wheeler's estimate for the year 2002 construction cost of the selected alternative is <br />$415,000. Planning and design costs are estimated at 50,000 for a total project cost of <br />$465,000. <br /> <br />2 <br />
