<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />If water is to be metered, there are several options for pricing that may be considered: <br /> <br />· Escalating rate structure. <br />· De-escalating rate structure. <br />· Low early season rate versus higher late season rate. <br />· Flat metered rate for all water. <br /> <br />Any of these options could be used to generate the revenues that would be needed for <br />annual operations. Presumably, the rate structure could be amended or completely <br />altered over time in response to actual operating expenses and operating conditions. <br /> <br />Summary and Recommendations <br /> <br />It is recommended that: <br /> <br />· The Town of Windsor develop a contractual relationship with the New Cache La <br />Poudre Irrigating Company and Lake Canal Company whereby a secondary <br />supply system will be designed, constructed, and managed under the Lake Canal <br />service area for the intent of servicing future demands for secondary water for <br />landscape irrigation. <br /> <br />· The Town of Windsor develop an ordinance specifically designating the New <br />Cache La Poudre Irrigating Company and Lake Canal Company as the preferred <br />source of secondary water for irrigation within the historic service area of Lake <br />Canal. <br /> <br />· Future Town of Windsor park and open spaces areas requiring irrigation be <br />irrigated through the secondary supply infrastructure provided by New Cache La <br />Poudre Irrigating Company and Lake Canal Company. <br /> <br />· Existing Town of Windsor parks be retrofitted to utilize water from the new <br />pressurized Lake Canal system. <br /> <br />Aqua Engineering, Inc. <br />June 7,2004 <br /> <br />Canal Modernization Feasibility Study <br />- 20- <br />
