ATTACHMENT "B"

. \

June 8, 2003

Mr. Dannie McMillan, Public Works Director
City of Lamar
102 East Parmenter
Lamar, Colorado 81052

RE: Potential for Pressurized Secondary Water

City of Lamar
Prowers County, Colorado

Dear Dannie:

~~1~':.;/2 .-?~;-:~~
::;gtA. "';;-ft.
. :"~/ !!ffh "";J!~~
>'i.fJ.j;i~ ..,

~~. --~c~.

An Aqua Engineering and Colorado State University team has been asked by the City of Lamar Water
Board to submit a proposal for a feasibility study for pressurized secondary water development.
Completion of a feasibility study is intended to provide the information concerning the concepts and
suitability of a potential secondary water system. Should a secondary system prove feasible, the study will
provide necessary information to meet the Colorado Water Conservation Board loan application
requirements to finance a pressurized secondary system water project.

Following approval by your board and the City of Lamar, this feasibility study proposal is to be submitted
by your board to the Colorado Water Conservation Board for cost share (grant) funding. As was indicated,
the Colorado Water Conservation Board offers 50% cost sharing, up to $5,000, to applicants wishing to
conduct feasibility studies for raw water projects. This proposed feasibility study will cost $10,000.
Therefore, your board and the City of Lamar will be providing $5,000 toward the feasibility study.

We are very pleased with this opportunity to work further with the City following our presentations to the
City of Lamar Water Board on May 1 and June 3. The project technical team will be led by myself with
assistance from John Wilkins-Wells and Walter Epley at Colorado State University, and from Aqua
Engineering staff to be assigned.

In support of this initiative, Colorado State University will organize and conduct a study tour for your board,
including visits to pressurized municipal secondary water systems in Utah, and a visit to the Dolores
Project in southeastern Colorado. Funding for your study tour has already been secured by Colorado State
University.

We look forward to any comments or questions that you may have, and look forward to continuing our
work together.

Sincerely,

~r--

Stephen W.
