Unit prices
were used based on currently available information from similar projects, equipment
manufacturer input, and local contractor input.

The costs presented here are based upon the conceptual design and assumptions
described in this feasibility study. Changes to the concept will affect these costs.
Locations of reservoirs and pumps affect pipe routing and sizing and one change to a
single component can affect multiple parts of the system and thus costs. Tables 6
through 9 show the components and costs conceptualized for this project at build-out by
Phase. Table 10 shows the Opinion of Probable Construction Cost for all four phases.
The order-of-magnitude of the proposed unit costs and total construction costs are
presumed to be reasonable based on other similar work. It is suggested that these costs
be used to determine if the project concept is feasible. Final design and construction
documents should be used to estimate the actual construction cost of the project prior to
having contractors bid.

Aqua Engineering, Inc.
November 8, 2004

Canal Modernization Feasibility Study
- 27-
