Based on the historical
annual yield of Highland Ditch direct flow and storage rights, Table 5 demonstrates the
available water is sufficient to meet the anticipated landscape irrigation requirements for
the service area.

Late season water for late September and early October is available if the reservoirs are
full, although the ditch typically only runs through the middle of September. The Highland
Ditch Company may choose to run the secondary supply system for the same irrigation
season as the historic gravity feed system, or they could choose to extend the deliveries
into October. In northeastern Colorado, most landscape irrigation systems are winterized
by October 10th.

Aqua Engineering, Inc.
November 8, 2004

Canal Modernization Feasibility Study
- 11 -
