<br />6. Three (3) nonvoting members shall be selected by the roundtable members <br /> appointed pursuant to 1. to 5. above, who shall represent entities outside the basin <br /> that own water rights within the basin. Members appointed pu rsuant to 6. shall <br /> not be required to reside within the borders of the roundtable. <br /> <br /> If no one qualifies for selection under 6., three (3) nonvoting members shall be <br />selected from outside the basin and have interests in and are knowledgeable about <br />water m atters. The Members may select three (3) additional non - voting members <br />at its discretion. <br /> <br />7. The member of the Colorado Water Conservation Board who resides within the <br /> borders of the basin roundtable shall act as the Board’s liaison to the basin <br /> round table and to the Interbasin Compact Committee. <br /> <br /> Section 2. Term of Office . Members shall serve a term of five (5) years; except that <br />initial terms shall be staggered pursuant to the Roundtable’s Bylaws. Vacancies shall be <br />filled pursuant to the same c riteria as the original appointment. If a Member is absent for <br />three meetings in row, that Member may be the subject of removal by three - fourths (75%) <br />majority vote. <br /> <br /> Section 3. Initial Terms Staggered . The initial terms of Roundtable Members are <br />stagg ered as follows: Members serve initial terms of two years, three years, or four years, as <br />specifically determined by the Members at the meetings dated October 5, 2005 and <br />November 2, 2005. <br /> <br /> Section 4. Voting . For purposes of voting on Roundtable busine ss, each voting <br />Member as specified in Section 1 shall have one vote. <br /> <br /> Section 5. Annual Meeting . An Annual Meeting of the Members in Section 1 <br />shall be held prior to July 1 of each year at a date, time and place determined by the <br />Roundtable Members. E ach Member and the public shall be notified in advance as set <br />forth in Article VII. <br /> <br /> Section 6. Non - Represented Interests . Government agencies, individuals, local <br />governments, and other organizations not directly represented by a Member of the <br />Roundtabl e are encouraged to participate in the Roundtable’s meetings; however, non - <br />represented interests will not act as voting Members of the Roundtable. <br /> <br /> Section 7. Substitutes and Proxies . If a voting Member is unable to attend a <br />meeting, his or her designat ed substitute and proxy may participate and act as a voting <br />Member at that meeting. <br /> <br /> <br /> 5 <br />
