Roadmap for Interbasin Compact Process <br />Since the last IBCC, I have spent time having my staff brief me on both the Basin Roundtable process and SWSI Phase 2 <br />efforts. I have also spoken to a number of IBCC representatives. My conclusion is that we are off to a good start and have <br />much work ahead of us. Success will requir e the integration of the two processes. <br />Through the SWSI process we have much of the technical expertise of the State engaged in important work regarding <br />Conservation and Efficiency, Alternatives to Permanent Agricultural Dry-Up, and Prioritize and Quantify Environmental and <br />Recreational Needs. Through the Basin Roundtable process we have engaged many political and technical representatives. <br />It will be by bringing these two processes together to gain the most for Colorado. <br />I have read your charter regarding the roles of your committee and these are the key areas we need to discuss during our <br />next meeting: <br />Provide a forum to develop and disseminate information, cr eate a positive environment for a statewide perspective, and <br />develop a vision for statewide water negotiations; <br />Serve as a forum for discussing and addressing the socio-economic, recreation and environmental impacts of water <br />development and management, as well as potential impacts on the ability of the state to use its entitlements and meet its <br />Interstate Compac t requirements. <br />Assist in finding resources to enable Rou ndtables to develop basin-wide visions; <br />Encourage development of a common technical platform upon which negotiations can be based; <br />Guide the process of negotiating interbasin compacts and other agreements by providing a framework that creates <br />incentives for successful deliberations, agreements, and their implementation; and <br />Perform all other roles and functions of the IBCC identified in legislation. <br />Background <br />SWSI Objectives <br />The Colorado Water for the 21 Century Act states "Using data from the <br />st <br />Sustainably Meet Municipal & Industrial <br />Statewide Water Supply Initiative and other appropriate sources and in <br />Demands <br />cooperation with the ongoing Statewide Water Supply Initiative, develop a: <br />Sustainably Meet Agricultural Demands <br />Basin-wide consumptive and nonconsumptive needs assessment <br />Optimize Existing and Future Water <br />Analyze the availability of water supplies, including unappropriated waters <br />Supplies <br />within the basin <br />Enhance Recreational Opportunities <br />Propose projects or non-structural methods for meeting water supply needs <br />Provide for Environmental Enhancement <br />and utilizing unappropriated waters where appropriate." <br />Promote Cost Effectiveness <br />Protect Cultural values <br />Reinforce Interbasin Compact Process Objective: Basin Roundtables <br />(BRTs) and the IBCC are to identify via their 'needs assessments' what they <br />Provide for Operational Flexibility <br />may have, what they need, and what they are willing to do in order to address <br />Comply with All Applicable Laws, <br />the inbasin and statewide needs. <br />Regulations, and Water Rights <br />
