<br />st <br />The Colorado Water for the 21 Century Act also established the Interbasin Compact <br />Committee (IBCC). The Governor has appointed Russell George as the Director of <br />Compact Negotiations, the roundtables have chosen their IBCC representatives, and the <br />executive and legislative branches of government have made their appointments (see <br />Figure Three ). Committee Kathleen Curry <br /> <br />With the roundtables and the IBCC fully formed, the structures are in place to <br />comprehensively address water issues throughout the state. The coming months will be <br />marked by an impressive array of activities. Many of t he roundtables are assessing their <br />w ater interests as a basin, utilizing the information from Statewide Water Supply <br />Initiative ( SWSI ) and other studies to complete a basin wide water needs assessment, <br />working with Colorado Water Conservation Board ( CWCB ) to analyze alternatives for <br />meeting identified water needs, and making recommendations on how to meet their water <br />needs to the IBCC. Roundtables are also positioned to analyze and respond to projects or <br />processes that are voluntarily brought before them by other entities. <br /> <br />The IBCC’s work is primarily focused on writing and submitting a Charter to legislature. <br />This Charter will govern and guide water negotiations between roundtables, articulate the <br />role of the IBCC , and form the framework and foundatio nal principles to guide volun tary <br />negotiations between roundtables .
