Brief Narrative of RelatedlRelevant Studv (continued) <br /> <br />STUDY RECOMMENDATIONS <br /> <br />GENERAL RECOMMENDATIONS <br /> <br />WATER CONSERVATION <br /> <br />Institute odd - even watering restrictions during summer, thus curbing demand and increasing the <br />number of taps serviceable with current water rights. <br /> <br />Restrict summer watering times to between 4 pm and 9 am to reduce evaporative losses and improve <br />irrigation efficiency. <br /> <br />Continue to use an increasing block rate scale to encourage water conservation, while keeping monthly <br />service rates low but increasing additional step rates similar to Aurora. <br /> <br />Consider increasing public education programs on water conservation using free material from State <br />and Federal sources. <br /> <br />Continue to evaluate conservation measures that have worked elsewhere and consider implementation <br />in the District. <br /> <br />Consider land use code landscaping standards that encourage low water-use plants & trees and to <br />recognize xeriscaping as a landscape credit. <br /> <br />Include requirements for drip irrigation systems for trees and shrubs on commercial lots in Town <br />Standards. Track commercial metered water separate from residential metered water so the data can be used to <br />analyze how water is being used and to improve rate structures and tap fees. <br /> <br />. Maintain the District's existing service fee and block rate structure for the present and focus on water <br />conservation. <br /> <br />. Over time, strive to reduce the service fee while increasing the upper block rates. <br /> <br />. Set maximum limits for total annual usage based on tap size. <br /> <br />WATER TAP POLICIES <br /> <br />. The Towns should require a developer to provide a will-serve letter from the District for water service as <br />part of the land use application. The developer should provide the District with a projected build-out for <br />the subdivision or PUD in writing with the request for a will-serve letter. <br /> <br />.
