<br />Water Supply Reserve Account - Grant Application Form <br /> <br />. <br /> <br />Form Revised October 2006 <br /> <br />5. Please provide a copy of the proposed scope of work. Please refer to Part 2 of the criteria and <br />guidance document for detailed requirements. Attach additionall sheets as needed. <br /> <br />The Round Mountain Water & Sanitation District purchased la ranch for its water rights in August 2000 and has <br />spent several years in water court converting the surface irrigation rights to groundwater municipal use rights. The <br />purchase of these rights and the associated legal fees, have pl~ced the district in significant debt. Purchase of the <br />water rights was necessitated by a State decision to invalidatci historical well rights used by the towns and district <br />for over a hundred years. Additionally the district has added bd replaced thousands of feet of mains in the water <br />system and added two water storage tanks since it took over the water systems from the towns. This water rights <br />i <br />effort has prevented the district from continuing additional critical capital improvements for several years. <br />I <br /> <br />In 2005, the Towns of Silver Cliff and Westcliffe in cooperati~n with RMWSD and the Wet Mountain Valley Fire <br />Protection District obtained DOLA grant funds for a Engineered Water Study, which was completed in 2006. The <br />purpose of the study was to identify the most significant wat~r system needs based on health, safety and welfare, <br />prioritize the needs and develop a capital improvement plan Ito address the most significant system issues. The <br />multi-phase plan calls for a third pressure zone in the town Of Silver Cliff to address insufficient fire flows and <br />I <br />domestic water pressures and a new well with treatment equipment including a chlorine contact chamber to address <br />water supply shortages for Phase I (2007). In a second phase'l (2008 - 2009), additional treated water storage will <br />be added including a second chlorine contact chamber at the ,existing Smith Well. Future phases (beyond 2009) <br />will address main additional replacement for insufficient size mains in both towns. The district plans to relieve <br />some of the debt by selling the ranch land purchased for the J.ater rights. A portion of the ranch may be reserved <br />for a water storage reservoir which may be shared with oth~r entities such as the VA WCD. Future necessary <br />improvement beyond Phase II can then be funded by the distri~t. <br />I <br />A $500,000.00 DOLA Energy Impact Grant has been applied! for with a $150,000.00 grant match from RMWSD <br />funds to complete a portion of Phase I. The purpose of thi~ grant application is to provide sufficient funds to <br />complete all critical elements of Phase I in 2007. I <br /> <br />Without the additional funding requested in this grant, the! water shortage can not be addressed in Phase I. <br />Currently the summer peak demand exceeds the pumping capacity of existing district wells and the current well <br />treatment systems do not meet the minimum chlorine contact tiPte required by State and Federal regulations. <br />Following is a description of the goals of this project and how and when they will be accomplished <br />, <br />I <br />1. Increase water system production capacity by 250 k.p.m. <br />a. Drill new production well at Gallery Site. I <br />b. Test water production & water quality. <br />c. Install 3-phase power & production well pfunp. <br />i <br />I <br />2. Design treatment system and obtain CDPHE system approval. <br /> <br />3. Install new treatment capacity ready for connection1to distribution system. <br />a. Treatment building. II <br />b. Chlorine gas treatment system. <br />c. Chlorine contact chamber.
