3.

Water Supply Reserve Account - Grant Application Form
I
Fonn Revised October 2006 I
Please provide an overview of water project or activity to be funded including - type of activity, statement of what
the activity is intended to accomplish, the need for the activity! the problems and opportunities to be addressed,
expectations of the participants, why the activity is important, pte service area or geographic location, and any
relevant issues etc. Please include any relevant Tabor issues. Please refer to Part 2 of criteria and guidance
document for additional detail on information to include. Attadh additional sheets as needed.

.

I
I
I
A recent evaluation of the Public Water System for the Towns of Silver Cliff and Westcliffe, served by the Round
Mountain Water & Sanitation District, identified major shohcomings in the water supply system that demand
immediate attention. These improvements are needed to the s~stem to not only provide for the health, safety and
welfare of the citizens of these towns, but also to ensure and sec4re growth of and economic benefits for both towns.

A recent study funded by a Department of Local Affairs (DOL~) grant and completed by a civil engineering finn, the
Crabtree Group, Inc., identified the following major shortcomings in the water supply system that demand immediate
attention. I
I
. Low water pressure below the Colorado Department lof Public Health & Environment (CDPHE) design
guidelines within the town of Silver Cliff. I
. Insufficient fire flow and residual dynamic pressures throughout much of the district service area by ISO
Standards, including fire flow requirements for the publib schools.
. Inadequate chlorine contact time in the District treatment systems per CDPHE regulations.
. Insufficient water supply during peak demand months ~ausing the water storage tanks to reach critically low .
levels several times during the summers of 2005 and 200r

The water project RMWSD is proposing will not only address t~e deficiencies of the water system, but also allow for
the expansion of the water system. The project includes drillingla new water supply well with a new pump, electrical
supply, treatment building and equipment, and chlorine contact! chamber. In addition, the District will install a new
water distribution main from the well site to the existing system lwhich will create a new water pressure zone in Silver
Cliff with a variable frequency booster pump station, and a gene~ator back up and electrical supply, add new water line
looping and finally, purchase and install an additional water stontge tank.
I
I
Due to the extensive costs to complete this project and lirriited funding ability of the District, RMWSD will
accomplish these goals in two phases. The first phase will inclu~e the new well, including electrical supply, treatment
building and equipment, chlorine contact chamber, distribution main, booster pump station, back up generator and
some looping. Phase 2 will include the purchase and installatiod of an additional water storage tank, distribution main
and additional mains and looping. I
I
I
Proposed costs to complete Phase 1 is $650,000. RMWSD has ~ommitted $150,000 of District funds and has applied
for a DOLA Energy and Mineral Impact Grant in the amount 1 of $500,000. However, since making application to
DOLA, the District has been notified that they will be competmg with 20 other viable projects within our region and
believe that only partial funding may be obtained. We believe Our project fits within the criteria and requirements of
the Interbasin Compact Committee and CWCB Water Supply Rdserve Account, and therefore are requesting a grant of
$120,000 from the Arkansas River Basin for a section of Phase! 1 that includes only the drilling of the new well and
associated costs of that part of the project.
Continued on Attachment B

.
