I <br />1 <br />I <br /> <br />Position/Title <br /> <br />, <br />The Towns of Silver Cliff and Westcliffe were es~ablished in 1879 and 1887, respectively, as mining <br />boomed and developed in the area. Rudimentary water systems were put in place as the towns grew. <br />Although the Round Mountain Water and Sanitatiop District (RMWSD) was created in 1969 to provide <br />water and wastewater services to both towns, it di\:i not assume those operations until 1975. RMWSD <br />was fonned in 1969 as a "Colorado Special District," being a unit of local government and political <br />subdivision and acting pursuant to the provisions 6f Title 32, Colorado Revised Statutes. The District <br />I <br />functions as an "Enterprise," a government-owned pusiness utility and operates under the jurisdiction of <br />a local Board of Directors whose five members are elected by the voters of the District. <br />! <br />i <br />Many improvements have been made to the systefu since RMWSD took over. In 1975 a wastewater <br />system was installed at the cost of $516,000. Th~ water system was improved in 1976 at a cost of <br />$285,000 and included a new 250,000 gallon watet tank, 7500 feet of new water line and combining of <br />the two water systems of the towns into one syste~. In 1986 a second 200,000 gallon water tank was <br />purchased and installed.
