Committee
House Ag. Committee

With the roundtables and the I BCC fully formed, the structures will be in place to
comprehensively address water issues throughout the state. The coming year will be
marked by an impressive array of activities. The roundtables will be assessing their
water interests as a basin, utili zing the information from SWSI and other studies to
complete a basin wide water needs assessment, working with CWCB to analyze
alternatives for meeting identified water needs, and making recommendations on how to
meet their water needs to the IBCC. Roundt ables are also positioned to analyze and
respond to projects or processes that are voluntarily brought before them by other entities.

The IBCC’s work in 2006 will primarily consist of writing and submitting to legislature a
Charter to govern and guide w ater negotiations. This Charter will form the framework
and foundational principles to guide voluntary negotiations between basins. Once the
Charter is complete, the IBCC will serve as the forum for state wide water negotiations
by assessing recommendati ons from the roundtables. The IBCC will also guide the
public education and outre ach efforts of this process.

I nterbasin compact negotiations will move water dialogue in Colorado forward and
would not be successful without the dedicated work and insight of all the roundtable
members. I commend the roundtable and IBCC members for their dedicated work and
commitment to this process.

Sincerely,

Russell George
Director of Compact Negotiations
