Table ES - 1 Basin Roundtable and IBCC Accomplishments for 2005 - 2006 <br />Basin Roundtables <br />Procedural <br />Nine Basin Roundtables fully - formed with elected leadership, IBCC representatives and adopted bylaws; <br />? <br />298 voting Basin Roundtable members, 27 non - voting Bas in Roundtable members, and 10 state and federal liaison <br />? <br />agencies actively participating; <br />106 Basin Roundtable Meetings held between August 2005 and October 31, 2006. <br />? <br />Basin Roundtable participation has consistently be around 70 percent; <br />? <br />All Basin Roundtable s set their own specific meeting schedule, with most of the Basin Roundtables meeting monthly. <br />? <br />Educational <br />Each Basin Roundtable member was provided with basic water education material complied by the Colorado Foundation for <br />? <br />Water Education; <br />Over 70 water - related presentations delivered to the Basin Roundtables statewide; <br />? <br />Basin Roundtable members have provided feedback on the IBCC Public Education, Participation, and Outreach Working <br />? <br />Group’s strategic planning efforts. <br />Basin - wide Water Needs Assessments <br />A Water Supply and Needs Report was prepared for each Basin Roundtable utilizing information contained within the SWSI <br />? <br />Report; <br />Most of the Basin Roundtables have either formally adopted or are utilizing their Water Supply and Needs Report as their <br />? <br />working n eeds assessment; <br />A team of consulting firms is under contract with the State for $600,000 annually to provide technical assistance to the Basin <br />? <br />Roundtables. The Basin Roundtables will direct the use of this contract by submitting task orders to the consult ing team to <br />further develop their needs assessment; <br />Four Basin Roundtables have already submitted one or more task orders; <br />? <br />CSU sponsored a conference in October 2006 to explore how Colorado’s research and academic community can assist the <br />? <br />Basin Roundtables with their needs assessments. <br />Proposed Projects or Methods and the Water Supply Reserve Account <br />All Basin Roundtables provided input in the development of the Water Supply Reserve Account (Senate Bill 06 - 179) Criteria <br />? <br />and Guidelines, which were subsequen tly adopted; <br />All Basin Roundtables are evaluating proposed water activities to be funded out of the Water Supply Reserve Account. <br />? <br />IBCC <br />Procedural <br />On April 5, 2006, the IBCC established a Charter fulfilling its obligation in C.R.S. 37 - 75 - 105. The IBCC ref erred the <br />? <br />Interbasin Compact Charter to the Colorado General Assembly on April 6, 2006, and the Charter was approved through <br />House Bill 06 - 1400; <br />On July 30, 2006, the IBCC approved a set of bylaws governing its actions, fulfilling its obligation in C.R.S. 37 - 75 - 105(1)(b); <br />? <br />The IBCC established a Public Education, Participation, and Outreach Working Group, fulfilling its obligation in <br />? <br />C.R.S. 37 - 75 - 106; <br />The IBCC established two additional working groups: a Needs Assessment Working Group and a Criteria and Guid elines <br />? <br />Working Group; <br />On October 18, 2006, the IBCC approved Criteria and Guidelines for the Water Supply Reserve Account; <br />? <br />The IBCC held eight meetings in five different cities throughout the state. <br />? <br />Educational <br />Appendix G outlines the activities of the IB CC Public Education, Participation, and Outreach Working Group; <br />? <br />The IBCC has received presentations on issues in the Arkansas, Rio Grande, and Yampa/White/Green Basins; <br />? <br />The IBCC has received information on non - consumptive water needs throughout the state, including the SWSI Phase II <br />? <br />Environmental and Recreational Technical Roundtable and a presentation by Ms. Melinda Kassen, the environmental and <br />recreational representative on the IBCC. <br />Basin - wide Water Needs Assessments <br />The IBCC Needs Assessment Working G roup participated in the selection of a consulting team to provide technical <br />? <br />assistance to the Basin Roundtables; <br />The IBCC is encouraging the development of a common technical platform. <br />? <br />Water Supply Reserve Account <br />The IBCC and CWCB jointly established Cr iteria and Guidelines for the Water Supply Reserve Account, which provides $40 <br />? <br />million over the next four years to be invested in water activities. The Criteria and Guidelines are included in Appendix F; <br />The Criteria and Guidelines reserve $1 million for e ach Basin Roundtable in a Basin Account; the remaining $31 million is <br />? <br />available on a statewide competitive basis; <br />Allocations from either the Basin Account or the Statewide Account require approval of the local Basin Roundtable; <br />? <br />The allocations from this a ccount will be available in January 2007. Allocations from the Basin Accounts may be made at <br />? <br />any of the bi - monthly CWCB meetings. Allocations from the Statewide Account may be made in March and September. <br /> <br />
