A component of the Plan is the ColQrado Drought Mitigation & Response Plan.
In January 2007, the Office of Water Conserv~tion & Drought Planning (OWCDP)
I
contracted with Leonard Rice Engineers to as~ist the OWCDP staff in revising the
Drought Plan. The team worked very closely iwith the Governor's Water Availability
Task, specifically the Impact Task Force (ITF) Chairs representing the major sectors of
I
state economy, to update key areas of the Plan and write new sections to address new
FEMA requirements for information, impleme~tation, and monitoring processes. The
Drought Plan is near completion and will be provided to the CWCB Board at the July
2007 meeting to review, discuss, and adopt pribr to its submission to the Governor and
,
ultimately FEMA. During the updating proce~s, OWCDP staff and ITF chairs identified
several areas of deficiencies and data gaps, spebfically pertaining to state facilities/assets
I
vulnerabilities, local governmental vulnerabilities, and the critical need for central
I
repository for collecting, monitoring, and quantifying socio/economic impacts resulting
I
from drought. In February 2007, staff
contracted with the Southeastern Colorado WatJr Conservancy District (SECWCD) to
I
perform an update to the Assessment. In turn, S,ECWCD contracted with Aquacraft to
I
implement the project. Unlike the 2003 project, which focused on a variety of water
I
providers, including the agricultural sector, the cprrent project is focused on municipal
water providers around the State. The Assessmept is comprised of a comprehensive
150- question survey. It seeks to identify potential trends in water use around the State
I
since the 2003 survey. It will ask questions in the: areas of water supply, water
conservation and drought mitigation planning arld implementation, barriers to water
I
conservation, education and outreach efforts, data collection and reporting practices,
and critical technical service needs. The final assJssment report is scheduled for
completion in early July 2007. Findings and recorhmendations will be presented at the
September 2007 CWCB Board meeting.
