Water Division 7 <br /> <br />'rhe United States has still not responded to the settlement offer that the state and the water users <br />made in June 2003. The Southwest District has attempted to discuss the issue with the Forest <br />Service, as part of the Governmental Water Roundtable, a forum for water issues relating to the <br />amendment of the San Juan Forest Management Plan, but thc Forest Scrvicc has not been <br />receptive to these requests. <br /> <br />2. Southern Ute and Ute Mountain Ute Tribes' Settlement. Case Nos. 7-W-1603-76F & 76.1. 02- <br />CW-85 & 86: 01CW54. <br /> <br />After ruling in favor of the A-LP settlement parties on the merits following t\\lO trials, the <br />Division 7 water court granted partial costs to the State and the other settlement parties in the <br />five Animas-La Plata Project-related cases. The parties liable for costs are the Citizen' s <br />Progressive Alliance (CPA) and .lack Scott. CPA has appealed Judge Lyman's decisions on the <br />merits in all five cases to the Colorado Supreme COUli but has yet to appeal the costs decisions. <br />We will coordinate \vith the other settlement parties in defending the appeals. <br /> <br />3. Ground Water Right for Great Sand Dunes National Park. 2004 CW 35 <br /> <br />. <br /> <br />The United States and supporting parties filed their expelt disclosures December 29. 2006. <br />Opposers expert disclosures are due April 6,2007. <br />
