The CPR Agenda <br />1. Conserve <br />Maintain the health of rivers that have consistently good quality and strea mflows. <br />Strategies: <br /> <br /> <br />? Encourage the Colorado Water Conservation Board (CWCB) to acquire senior water <br />rights to protect or improve the environment, and to appropriate new instream flow <br />water rights <br /> <br />? Encourage the CWCB to accept more donations and loans of wa ter <br /> <br />? Recognize legitimate local government need for water rights to protect recreational <br />investments and economy <br /> <br />? Encourage existing water rights holders to share water through interruptible supply <br />agreements, fallowing, and leases <br />Priority River Segments: <br /> <br />? <br /> <br />Gold Medal and wild trout fisheries designated by Division of Wildlife (DOW) <br />? <br /> <br />Intact instream flow (ISF) reaches <br />? <br /> <br />Priority streams for Great Outdoors Colorado, The Nature Conservancy, the Colorado <br />Water Trust <br />? <br /> <br />Streams originating or passing through protected federal and state lands <br />? <br /> <br />Other streams known for their environmental and/or recreational quality <br />2. Protect <br />Maintain/improve the condition of mostly healthy rivers threatened by low flows or poor <br />water quality. <br />Strategies (in addition to those described a bove): <br /> <br />? <br /> <br />Improve or maintain streamflows at critical times of the year through conditions in new <br />water storage facility permits <br />? <br /> <br />Improve or maintain streamflows through new water management agreements (e.g., <br />those that may derive from processes such as “UP CO” in Summit and Grand Counties) <br />Priority River Segments <br />: <br />? <br /> <br />S treams potentially affected by Statewide Water Supply Initiative - identified projects <br /> <br />3. Restore <br />Improve the condition of rivers that currently suffer from low flows, dewatering, or poor <br />water quality. <br />Strategies (in addition to those described above): <br /> <br />? <br /> <br />Improve streamflows through re - operation of water storage and transmission facilities <br />? <br /> <br />Improve streamflows through system - wide lining of ditches <br />Priority River Segments: <br /> <br />? <br /> <br />Streams with truncated I SF water rights, e.g., where the ISF water right on a tributary <br />does not extend to its confluence with the mainstem <br />? <br /> <br />Streams with ISF water rights where the original appropriation was less than DOW <br />recommended due to a lack of available water <br />? <br /> <br />Streams crit ical to endangered, threatened, or sensitive species <br />? <br /> <br />Stream reaches identified in Colorado Water Trust maps, including those from Trout <br />Unlimited’s 2002 report, Dry Legacy <br />
