<br />Section 1 <br />Introduction <br /> <br /> <br /> <br />South Platte <br />Basin and <br />dtixerlSouth · <br />etro~u~ <br /> <br />1.1 Preface <br /> <br />This report serves as an interim deliverable to the <br />Interbasin Compact Process Basin Roundtables for both <br />the Metro Roundtable and the South Platte Basin <br />Roundtable. The Department of Natural Resources <br />(DNR) and the Colorado Water Conservation Board <br />(CWCB) will be working with both Roundtables to <br />develop their basinwide water needs assessments. <br /> <br />This report currently relies on the data developed as part <br />of the Statewide Water Supply Initiative (SWSI). The <br />data collected for SWSI to determine consumptive and <br />nonconsumptive uses, supply availability, and options for <br />alternatives was done so on a county level. Therefore, <br />the following entire counties will be used to represent the <br />Metro Roundtable in this report-Adams, Arapahoe, <br />Denver, Douglas, Elbert, and Jefferson. These counties <br />are labeled in this report as the "Denver/ South Metro <br />Counties." <br /> <br />The remaining area of the South Platte Basin will be <br />defined as the "South Platte Basin excluding the <br />Denver/South Metro Counties." Since these boundaries <br />do not exactly match the boundaries delineated by <br />Colorado for the 21 st Century Act, which defined the <br />Metro Roundtable, this report is considered interim. <br />Figures 1-1 and 1-2 display the Metro Roundtable and <br />the area defined as the Denver/South Metro Counties. <br /> <br />This report relies on data generated in SWSI. This data <br />was readily available at the county level for the following <br />report sections: <br /> <br />. Section 2: Statewide Demographic, Economic, and <br />Social Setting <br /> <br />. Section 5: Consumptive Water Supply Needs in the <br />South Platte Basin and Denver/South Metro Counties <br /> <br />. Section 8: Options for the South Platte Basin and <br />Denver/South Metro Counties <br /> <br />For all other report sections, data was available at the <br />basin level or statewide level. <br /> <br />S:\1177\BASIN REPORTSlSOUTH PLATTE\S1_S0UTH PLATTE. DOC <br /> <br />This report will serve as a basis for creating the <br />Roundtable's needs assessments-one for the South <br />Platte Basin Roundtable and another one for the Metro <br />Roundtable. In order to do that, several key issues need <br />resolution by the two Roundtables: <br /> <br />Consumptive Use (Section 5) <br /> <br />Municipal and Industrial <br />. Population projections and how they relate to service <br />area boundaries for specifically the following counties: <br />Adams, Arapahoe, Broomfield, Douglas, Elbert, <br />Jefferson, and Teller and the following specific <br />jurisdictions that are bifurcated by the Metro <br />Roundtable boundary: Arvada, Aurora, Denver, <br />Brighton, Broomfield, and Lochbuie. <br /> <br />. Differences between state demographer data and <br />individual water provider data. <br /> <br />. Differences between demand data at county level, <br />Basin Roundtable level, and water provider level. <br /> <br />Agricultural <br />. Irrigated acreage estimates and how they related to <br />the Metro Roundtable boundary. <br /> <br />Nonconsumptive Uses (Section 6) <br /> <br />. Decide if it is necessary to separate out <br />environmental and recreational needs between the <br />South Platte Basin Roundtable and the Metro <br />Roundtable boundaries. <br /> <br />Supply Availability (Section 7) <br />. How to consider transbasin imported water in terms of <br />needs assessment. <br /> <br />Options for Alternatives (Sections 8 and 9) <br /> <br />. Decide on the level of detail required for these options <br />within the Metro Roundtable boundary and South <br />Platte Basin. <br /> <br />Once this report is reviewed by each Basin Roundtable <br />and the above issues are discussed, two Needs <br />Assessment Reports will be developed.
