<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />space; bridge construction and rehabilitation that increases safety; enhanced wetlands; <br />reassignment of Town staff time due to reduced floodplain management and floodplain mitigation. <br /> <br />The Town Council and staffhas conducted a number of meetings with potentially interested <br />parties including: <br /> <br />1) Larimer County Staff <br />2) City of Fort Collins Staff <br />3) Town and County Residents <br />4) State and Federal Agency Staff <br /> <br />Specifically, the Undetained Diversion to Boxelder Creek alternative addresses the following <br />points of the town's comprehensive plan (please reference the comprehensive plan for the <br />bracketed, numbered items), <br /> <br />1) Support economic development (Principle 10) <br />2) Accommodate pedestrians and bicyclist (principle 12) <br />3) An abundance of open space (Principle 17) <br />4) Create a strong favorable impression and community identity (Principle 19) <br />5) Encourage the expansion of community services and amenities) (Principle 21) <br />6) Improve or expand park facilities (Principle 24) <br /> <br />Alternative Five also has the support and cooperation of impacted land owners, County and Town <br />residents. Several landowners that will be impacted by the construction of facilities and asked for <br />right-or-way have been cooperative and will provide right of way or easements. County and <br />Town residents have voiced their opinions of the proposed project at several public forums. The <br />residents are in support of the project because of its multi-use functionality, potential for open- <br />space and because of the reduced flood hazard to a large part of town. <br /> <br />One other important part of an overall Flood Mitigation Program is a Flood Detection Network <br />(FDN). The typical installations include Automated Stream Gaging stations based on channel <br />volume, radio signal range and major population areas. The City of Fort Collins has a FDN and is <br />studying the installation of additional monitoring stations along the Boxelder Creek. The preferred <br />alternative includes the construction of 4 monitoring stations within the Coal Creek and Boxelder <br />Basins. These monitoring stations would relay information to Wellington Town Hall and be <br />compatible with the Fort Collins system. This system is considered a pro-active step to a complete <br />Flood Mitigation Program and highly recommended for inclusion in the selected Alternative. <br /> <br />ENGINEERS ESTIMATE OF PROBABLE PROJECT COSTS <br /> <br />Provided in Appendix A are the spreadsheets for each of the structural alternatives showing the <br />specifically attributable project costs. The identified project costs include soft project costs in <br />addition to hard project costs. For purposes of this report, soft project costs include legal fees, <br />engineering fees and financing costs. Hard project costs include the construction of project <br />features and land acquisition. Stated another way, the Engineers Estimate of Probable Project <br />Costs provide a feasibility level view of the total costs attributable to make a complete <br /> <br />11 <br />
