Environmental Impacts <br /> <br />This site is located on open grazing land owned by the Town of Minturn. As previously <br />mentioned, the east side valley slope is a winter elk grazing area. During the construction phase <br />of this project an access road will need to be constructed and the tank site excavated, these <br />operations should have no significant lasting impacts on the environment. All peripheral areas <br />disturbed during the construction of the tank, road and tank pipeline will be restored to original <br />conditions as part of the project. A summer/autumn period of construction should minimize <br />any impacts to the winter use of this general area by elk. <br /> <br />E. Land Requirements <br /> <br />The site is located on town owned property and will not require any special land allocations or <br />easements. The proposed site is not currently within the incorporated boundary of the Town <br />of Minturn, but will be annexed as part of the project. This annexation will avoid the need to <br />attain a 1041 permit and approval from Eagle County. The tank site will occupy approximately <br />1.4 acres. <br /> <br />F. Construction Problems <br /> <br />Although the tank site is located on a moderately sloped area, access to the site will be steep. <br />A permanent access road will need to be constructed to the tank site, The tank supply line will <br />also be located on a steep grade, up to 40%, and will need to incorporate mechanical joint pipe <br />and special anchoring. The supply main will be buried a minimum of seven feet. Some rock <br />excavation is anticipated during construction, but should not significantly affect constructability <br />or cost. The alignment of the tank supply line crosses the Southern Pacific Railroad right-of-way <br />and the Eagle River. A 75 foot to 100 foot boring will be required beneath the railroad tracks. <br />Preliminary design indicates that the river crossing will most easily be accomplished by attaching <br />the water main to an existing bridge structure, using a carrier pipe and insulation to protect the <br />main from freezing, The pipe will attach to the northwest (downstream) side of the concrete <br />beam which spans the river and will pass through the concrete bridge abubnents <br /> <br />G. Cost Estimate <br /> <br />1, Construction. Construction costs are estimated based upon a 600,000 gallon storage tank. <br />Since, this site does not require that a more expensive buried concrete tank be constructed, the <br />estimate is prepared assuming an above ground steel tank is used, The construction cost for the <br />tank with appurtenances, supply line, and access road are estimated to be: <br /> <br />Town of Minturn Water System Upgrade Project, March, 1995 <br /> <br />27 <br />
