CWCB <br /> <br />DATE: <br /> <br />The Town of Minturn File <br />Bill Green rp6 <br />October 17, 1995 <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Prefeasibility Study for Bolt's Lake Project <br /> <br />I have reviewed the Prefeasibility Study, Bolt's Lake Water Supply and Recreation Project by <br />the Town of Minturn (as submitted with the Town's Construction Fund Loan Application <br />dated August 28, 1995) and have the following comments and questions: <br /> <br />1, In the third paragraph on page 3, it looks like the information described is in Annex I <br />rather than Annex A. How was the ten-year low flow estimated? In Annex I, which <br />years were used to estimate the annual and monthly average runoff amounts? <br /> <br />2. On page 4, is the existing diversion dam described under Water Source located on <br />Cross Creek? <br /> <br />3. Under Storage on page 4, are all of the described facilities for treated water storage? <br /> <br />4. Under Water demands on page 5, the 203 MG demand figure for 1994 looks to be on <br />the high side - this amounts to about 490 gallons per capita per day (based on a <br />population of 1,133). Is more than one year of water use data available? Are <br />residential and commercial water services metered? Does the Town have a water <br />conservation program? <br /> <br />5. In Annex C, it looks like the low-growth scenario is missing from the copy of the <br />report submitted to us. <br /> <br />6. Under Water Rights and Hydrology on pages 8, 9 and 10, what is the estimated yield <br />of the Town's 1916 decree for 7.0 cfs and will the yield change with the reservoir? <br />What is the capacity of the rehabilitated reservoir? Will the Town use its direct flow <br />decree to fill the reservoir and, if so, what steps are necessary to convert a portion of <br />the direct flow decree to storage? Will any use be made of the Bolt's Ditch decree <br />which apparently is only for pass-through flows? <br />
