However, <br />the whole east side of the river valley, including the proposed tank site, has been reported to be <br />a critical winter elk habitat (Minturn Community Plan, p. 41). While this factor needs to be <br />considered in project planning, the presence of the water storage tank should not noticeably <br />impact the winter use of this area by the wildlife. Since construction of the tank and the tank <br />supply line will take place during the summer/autumn time period, no adverse impacts <br />associated with project construction are anticipated, <br /> <br />C. Growth Areas and Population Trends <br /> <br />Although Minturn is located close to two rapidly growing year-round resort areas, Vail and <br />Avon/Beaver Creek, it has maintained a comparatively low rate of growth. According to 1990 <br />census data, Minturn's population of 1066 comprised only 5% of the total population in Eagle <br />County. Since 1970, Minturn's growth rate has averaged 2.1 % per year (1970 population = 706), <br />compared to a 5.5% average rate for the entire county, <br /> <br />Despite the modest increase in population over the last several decades, interest in the Vail and <br />Beaver Creek areas for year-round recreational and resort activities is expected to continue and <br />expand outward. Minturn will, undoubtedly, come under increasing pressure to accommodate <br />some of that growth. Figure 2 is a map of the Town of Minturn and the surrounding areas <br />which identifies specific areas of anticipated growth.
