Green, P.C. <br />Colorado Water Conservation Board <br />721 State Centennial Building <br />1313 Sherman Street <br />Denver, CO 80203 <br /> <br />RE: STEVENS LAKE ENLARGEMENT PROJECT <br />CONTINUED LOAN AUTHORIZATION <br /> <br />RECEIVED <br />AUG 0 2 1999 <br /> <br />Colorado Water <br />Conservation Board <br /> <br />Dear Bill, <br /> <br />As a follow-up to our recent conversations, this letter will <br />hopefully provide some direction to the CWCB with regard to some <br />of the upcoming projects anticipated by the pagosa Area Water <br />and Sanitation District. <br /> <br />As you know, growth has astounded the pagosa Springs community <br />in recent years, and there is no indication that it will lessen <br />in the near future. The Board of Directors and staff recently <br />met in a work session with both District Counsel and Engineer <br />for discussion of short and long term issues. <br /> <br />The drought we experienced in 1996 changed the order in which we <br />had targeted projects. Focus turned to the San Juan Pipeline <br />Project mainly because of its availability of water and the lack <br />of it in Stevens Reservoir. Arter an unrorseen eighteen month <br />delay, the San Juan Pipeline Project is now underway and should <br />be on line next spring. We believe the Stevens Project could <br />commence in the year 2001 or 2002; we should have a better idea <br />by next spring. By this letter, we are requesting continued <br />authorization of the $1,912,000 loan approved in 1993 for this <br />Project. Factoring inflation costs, we may make another request <br />for additional monies for the Stevens Project and possibly an <br />associated raw water pipeline. That request could possibly come <br />next year. <br /> <br />With regard to the feasibility study, we hope the District's <br />Engineer can have that completed by September. If not, does it <br />present a problem for continued authorization? Also, for <br />clarification, I thought the $5000 grant awarded the District <br />for the study was for Stevens; however, the records indicate it <br /> <br />100 Lyn Avenue <br />P.O.
