We are in the final stages of a Water
Supply Alternatives report which will be submitted with the
application, probably sometime after the first of the year.

At this point, further work on the feasibility study may not
continue until the 404 permit is secured. I realize that our
time frame has changed from when we renewed discussions last
year on this project; certain things are taking longer than
anticipated. My original thought was that construction could
commence in 2002 or 2003, but I hesitate to attach a date at
this point. The enlargement of Stevens Reservoir is inevitable,
and I feel that once the 404 permit is secured, we will have a
much better idea of scheduling.

As things develop, I will keep you apprised. Please let me know
of any questions or if any additional information is needed. On
behalf of the District, we appreciate the Colorado Water
Conservation Board's continued participation in this project.

Sincerely,

Co. MJi 73.
