Pae:osa Area Water and Sanitation District - Stevens Lake

Stevens Lake is a part ofthe Pagosa Area Water and Sanitation District's raw water
supply system. The District is planning a number of major capital improvements in the
next few years including the expansion of storage capacity in Stevens Lake.

The Stevens Lake enlargement was first reviewed by CWCB staff and by the Board in
1992 and 1993. The estimated cost of the project was $1,912,000 in 1992. The project
was authorized for a loan of$1,912,000 at 5.0 percent for 10 years to the Pagosa Area
Water and Sanitation District in HB 93-1273.

The District is now in the process of updating the feasibility study for the project. The
Board approved a Small Dam Site grant in September 1999 to offset a portion of the
study costs. It is expected that the feasibility study update will be completed in the spring
of2000. The District is intending to begin construction of the Stevens Lake project in
2001 or 2002.

The District has requested that the proj ect not be deauthorized. A letter from Carrie
Campbell, the District Manager, is attached. Staff recommends that the Stevens Lake
project, as authorized in HB 93-1273, not be deauthorized and that the Board and the
staff review the status of the project again in one year.
