<br />DiscussionlRecommendations <br /> <br />:;: <br /> <br />As of N avember af this year, there are ten autharizatians far funding that are three years ar <br />mare past the date af autharizatian and are nat yet under cantract. One praject that is nat past <br />the three-year limit has also. been reviewed as no. longer requiring its authorized funding. Staff <br />has evaluated each af these autharizatians and discussed the status af the projects with the praject <br />spansars and their consultants. The results af these evaluatians alang with the staff <br />recommendations relative to. deauthorization are summarized in the fallawing sections af this <br />memo. and in the attached spreadsheet: <br /> <br />a. Southeastern Colorado Water and Storage Needs Assessment Enterprise - Arkansas River <br />Basin Water and Storage Needs Assessment - Phase II - In 1999, the Colorado Legislature (SB 99- <br />173) authorized a $25,000 grant to the Southeastern Colorado Water and Storage Needs <br />Assessment Enterprise to assist in the development of a storage options plan as part of phase II of <br />the Arkansas River Basin Water and Starage Needs Assessment. The project was since funded <br />through a grant from the Severance Tax Operational Account, therefore the funds from the <br />Construction Fund are no longer required. <br />Staff Recommendation - De-authorize <br /> <br />b. Fort Morgan Reservoir and Irrigation Ca. - Diversian Structure - In 1987, the Colorado <br />Legislature (SB 87-015) authorized a $50,000 loan to the Fort Morgan Reservoir and Irrigation <br />Company to rehabilitate their diversion structure on the South Platte River. The project was <br />campleted in 1987 with other financing; therefore the funds fram the Canstructian Fund are no. <br />longer required. Please see Attachment B. <br />Staff Recommendation - De-authorize <br /> <br />c. City af Alamasa- Canservation Canveyance Channel Ria Grande:Praiect - In 1994, <br />the Calarada Legislature (SB 94-029) autharized a $410,000 laan to (he, City af Alamasa far <br />participatian in a Carps af Engineer praject to. canstruct earthen flaod:.cantrallevees alang the <br />Ria Grande River in and around the City af Alamasa. The funds were'ta be used as the lacal <br />spansor cast-share far the $6,000,000 praject. The tatal canstructian cast af the project was <br />aver $1,000,000 under budget, thereby eliminating the City's need far theCWCB <br />Canstructian Fund 15 year laan. A CWCB laan funding cantract was never cammenced and <br />the praject far which the loan was autharized has been campleted. <br />Staff Recammendatian - De-autharize <br /> <br />d. Michigan River Water Canservancy District - Meadaw Creek Dam Outlet Rehab. - In <br />1994, the Calarada Legislature (SB 94-029) autharized a $97,500 laan to the Michigan River <br />Water Conservancy District to rehabilitate and enlarge the outlet on the Meadow Creek Dam. The <br />project was never campleted. The District indicates there is no longer a need for the project because <br />of reduced water delivery requirements, therefore the funds from the Canstructian Fund are no <br />longer required.
