Dear Mr. Green:

I am Town Attorney for the Town of Minturn, Colorado. Town
Manager, Dick Dangler has asked me to provide you with this
letter concerning ~he Bolt's Lake Water Supply and Recreation
Project.

In connection with th1s project the Town of Minturn has
~pp11ed fora loan from Colorado Water Conservation Board in the
amount of $360,000.00 payable over 30 years. As .ecurity for the
loan, the Town is proposing a pledge of Water and Sanitation Fund
;revenues and the property to he aequired for the projeet and all
improvements located on the property. The Town of Minturn has
the legal authority to pledge its Water and sanitation ente~r1se
funds and the property once it is acquired.

From previous experience with the Colorado Water
Conservation Board, you require a formal opinion letter in
accordance with a prescribed form. It that is necessary please
provide me with your requisite form and I will provide you with a
formal opinion letter.
