In the next to the last paragraph on page 8, is the period of record mentioned the time <br />period used to calculate the averages in Annex 1? <br /> <br />8. In the last paragraph on page 8, why was the year 1972 used for the Cross Creek <br />hydrograph in Annex F? <br /> <br />9. The drawing in Annex G could use a little clarification. <br /> <br />10. On page 11, there may be some question as to which of the listed project costs would <br />be eligible for CWCB funding. O&M costs would definitely not be eligible. <br /> <br />II. In the next to the last paragraph on page II, what has to be done in order for the <br />Town to acquire title to the property? <br /> <br />12. In the last paragraph on page 11, what is the significance of the Battle tv10untain <br />appraisal for the FDIC? <br /> <br />13. The last sentence on page 12 mentions a number of informal studies on the social, <br />economic and physical impacts of the proposed project. Are any of these studies <br />available for submittal with the application? <br /> <br />14. In the fourth paragraph on page 13, the map in Annex B-2 is difficult to read. <br /> <br />15. Under Permits required on page 13, a little more discussion of permit issues might be <br />helpful: <br /> <br />(a) What might be required to obtain a wetlands permit from the Corps of Engineers') <br />(b) Will a permit from the US Forest Service be needed? <br />(c) Are any federal agencies likely to require an EA or an EIS? <br /> <br />16. Under the Financial Plan on pages 14 and 15: <br />(a) All existing indebtedness for the enterprise should be listed in the report with <br />annual payments, loan balances, and dates of maturity for each. <br />(b) The entire proposed financing package for the project should be presented in the <br />report to identify each prospective lender as well as expected amounts of borrowing <br />and loan terms, where known. <br />(c) It looks like water system operating expenses are not included in Annexes C-I and <br />C-2. <br />(d) The CWCB loan payments should probably be in the same section of the tables as <br />other long-term debt payments. <br />(e) The tables should be 30-year projections for the same period of time as the <br />repayment of the CWCB loan. <br />
