<br />Scenario III .. Most Probable Growth <br /> <br />This scenario considers the same 4.9% growth for the main part of <br />town but adds to that several Planned Unit Developments that are in <br />the planning stage now. This scenario also considers some growth in <br />the rail yard. <br /> <br />Presently in the planning stage is a Planned Unit Development (PUD) <br />at the 700 block of Main Street that will add 23 new services. This <br />PUD is under review by the Planning & Zoning Commission and the <br />Town Council. Also the Town has received a proposal to replace the <br />town offices with a new structure that will add over 40,000 s.f. of new <br />commercial space and 23 affordable housing units to the existing <br />20,000 s.t. building. Also, another affordable housing proposal was <br />received that will add over 200 units to south Minturn. Both of these <br />proposals are presently being discussed in the P&Z and Town Council. <br />With lack of affordable housing considered the primary concern of the <br />Vail Valley area, it is highly probable that these PUDs will be approved <br />and constructed in the near future. <br /> <br />This is the scenario that is driving the Town to do something about its <br />ability to deliver water to new developments. There have been <br />discussions on this issue by the Town Council for 20 years; it is <br />essential that Minturn does something about it this year while the <br />opportunity is still available. <br /> <br />Scenario IV - Least Probable is a Growth Rate at 2% <br /> <br />This is an added, unrealistically low forecast of growth, to show that even <br />with almost stagnant growth, the project has the ability to repay its debt <br />obligations. <br /> <br />This growth rate is 40% of the present county rate and results in only a <br />0.4% growth in service connects. <br />
