Walcher
Executive Director, DNR

Peter H. Evans
Director, CWCB

March 3, 1999

Study: North Poudre Irrigation Co. - Feasibility Study for Reservoir # 6 Outlet,
Reservoir #5 Spillway, Reservoir #4 Rehabilitation, and Indian Creek Reservoir
Rehabilitation (Revised)

Consultant: Smith Geotechnical

Reviewer: Bill Green

The following are my comments on the revisions to the feasibility study:

1. On page one under Project Sponsor, suggest adding annual average diversions/yield
to the description of the NPIC system in the second paragraph.

2. At the beginning of each project description under Alternatives Evaluated on pages 4
through 17, suggest a sentence or two describing the facility: size, location, function,
etc.

3. Project photos?

4. For Indian Creek Reservoir, on pages 16 and 19, some discussion of spillway sizing
should be provided.

5. In the Financial Plan on page 22, a little more discussion is needed to describe how
NPIC will fund its share of project costs - the 10 percent and 25 percent.

6. Also under Financial Plan, the lending rate for the $500,000 loan should be changed
to 4.03 percent for 20 years. This will also effect some of the numbers in Tables 14
and 15.

7. In Table 13, suggest changing the heading in column 21 from "Cash Reserve" to "Net
Income".

8. On page 25 under Opinion of Feasibly, 2nd paragraph, delete the words "while the
work has no tangible economic payback".
