WELD COUNTY TRI-AREA SAlvITATION DISTRICT <br />STORM WATER FEASIBILITY STUDY <br />WELD COUNTY, COLORADO <br />I. INTRODUCTION <br />The Weld County Tri-Area Sanitation District (denoted as District in the following <br />discussion) is comprised of a region in southern Weld County encompassing the towns of <br />Frederick and Firestone, and the unincorporated community of Evanston, Colorado. In <br />addition, the City of Dacono lies upstream (south) and adjacent to the District. These <br />communities lie within an overall drainage basin called the Tri-Town Basin, as shown on <br />Figure 1 on the following page. This basin is predominantly rural, although there is <br />increasing urban development in the upper portion of the basin. The Tri-Town Basin is <br />centrally drained by the Tri-Town Drainageway as shown on Figure 2 which is the upper <br />portion of the Tri-Town Basin. <br />The communities of Dacono, Frederick, Evanston, and Firestone have consistently <br />experienced severe flooding problems due to storm water runoff from irrigated farmlands <br />in conjunction with developed areas of the communities. All of these communities are <br />partially in the 100 year floodplain as defined by the Federal Emergency Management <br />Agency. These communities have suffered many recorded flooding events dating back to <br />May 9, 1957 when the existing detention pond earthen embankment south of Frederick <br />broke causing storm water to run through the community up to 2'h feet deep at Sixth and <br />Oak Streets. Damage from the 1957 flood event was $ 300,000 according to local <br />officials. <br />With signifcant population growth and development occurring within the District, the <br />District cooperated in development of the 1-25 Corridor Master Dra�nage Plan Godding <br />Hollow and Tri-Totivn Basins Soacth Weld Coicnty, Coloratlo prepared by Anderson <br />Consulting Engineers, Inc., draft dated June 24, 1999. This master drainage plan <br />recommended that the existing detention pond on the south side of Frederick be enlarged <br />to a regional detention pond. <br />II. STUDY OBJECTIVE <br />The objective of this study is to review and ascertain the constructability and financial <br />feasibility of the regional detention pond improvement south of Frederick as presented in <br />the I-25 Corridor Master Drainccge Plan Godding Hollotiv anrl Tri-Torvn Basins South Weld <br />Coacnty, Coloratlo. <br />2 <br />
