Feasibility Study
Riverside Ditch and Allen Extension Company
Siphons

Introduction (Need for the Project)

The Riverside Ditch and Allen Extension Company (RDAEC), located in Chaffee County,
operates the Riverside Ditch for the benefit of the shareholders by providing direct flow
irrigation water. The ditch diverts from the Arkansas River and delivers water to the
service area. The existing trestles are over 60 years old. The trestles are made of wood
and steel, are rusted and cracked, causing loss of water. The antiquated trestles have a
high possibility of complete failure in the near future.

Project Sponsor

The RDAEC is a non-profit corporation. There are 19 shareholders that can issue 1300
shares of water. The RDAEC has the power to set annual assessments to be paid by the
shareholders, the power to cut off water deliveries to shareholders that fail to pay their
assessments, and the power to offer shares for sale to pay for back. assessments. The
RDAEC Articles of Incorporation, By-Laws and Resolutions are included in Appendix A.

Project Service Area and Facilities

The RDAEC provides irrigation water to a 46O-acre service area in Chaffee County. The
historic diversion point for the RDAEC that diverts water from the Arkansas River is
located 7 % miles north of the town of Buena Vista. The ditch extends south along the
Arkansas River and State Hwy 24 approximately 7 miles. Irrigated acreage within the
service area is used to grow native grass hay, grass pastures for cattle as well as
serving many small acreages. A map of the RDAEC and the service area are located in
Appendix B.

Water Rights

The RDAEC owns water rights totaling 29 cfs from the Arkansas River with priority
numbers 98,135,171 and Mayol Water with appropriation dates of February 22,1882,
August 9, 1883, July 6, 1888 and November 1, 1872.
