Increase the capacity to 40.5 acre-feet and line the entire subsurface ($567,000 or $14,000 per <br />acre-foot). <br /> <br />See Appendix F-2. <br /> <br />Alternative No.6 was unacceptable because 26 acre-feet of capacity is not sufficient for all <br />commitments. <br /> <br />Alternative No. 7 was selected if adjusted down to 35 acre-feet, Alternative No. 7a, for an <br />estimated cost of $495,072. See Appendix F-3. <br /> <br />The selected alternative, Alternative No. 7a, involves excavating material from within the high <br />water level, preparing a suitable bed for 30 mil PVC plastic, laying down the plastic, placing a <br />protective cover/ballast fine material, and replace rip rap where necessary. <br /> <br />KRW has prepared engineering designs and cost estimates of$495,072 as shown in Appendix G. <br /> <br />Implementation Schedule <br /> <br />KRW is expected to complete the final design by mid February 2005. Construction is expected <br />to begin June 2005 and to be completed by August 2005. <br /> <br />Permitting <br /> <br />The only permitting expected to be required is an approval of the Dam Safety Section of the <br />Office Of The State Engineer of the modification of the original As Built and a grading permit <br />from Park County. <br /> <br />Institutional Considerations <br /> <br />Entities that are, or may be, involved in the design, construction, and financing of the project <br />include: <br /> <br />Lower Sacramento Creek Reservoir Company; financing and project management. <br />KRW Consulting, Inc; design and construction supervision. <br />Colorado Water Conservation Board (CWCB); financing and construction <br /> <br />LSCRC will be the lead for financing, design, and construction ofthe project and will be the <br />entity entering into contracts and agreements with the various entities for the services provided <br />by each. <br /> <br />Financial Analysis <br /> <br />Two entities will be involved in financing the estimated total project cost of $495,072. LSCRC <br />is applying for a loan from the CWCB in the amount of$371,304, which represents 75% ofthe <br /> <br />7 <br />
