As a general comment, the report should be revised to address the repair and <br />rehabilitation work necessitated by the'May 2nd dam break. The draft report deals <br />mainly with the situation prior to the dam break. <br /> <br />2. On page 2-1, a little more background information on the Model Land and Irrigation <br />Company (MLIC) might be useful, especially the recent history of ownership and the <br />restructuring of the company. <br /> <br />3. In the last paragraph on page 3-1, what is the estimated capacity of the reservoir? <br /> <br />4. The Division Engineer's expected administrative order should probably be mentioned <br />under Operating Criteria on page 3-3 or elsewhere in the report. Do we know what <br />the order is likely to include? <br /> <br />5. In Section Four, Water Rights: <br /> <br />· Add the full water rights listing developed by Bob Trout and describe any <br />transfers of Model water rights to other entities. <br /> <br />· Add the record of water deliveries provided by the Purgatoire River Water <br />Conservancy District (PRWCD) and the average annual yield of the Model water <br />rights. <br /> <br />· What do the agreements between the MLIC and the PRWCD provide for? How is <br />the water delivered? Copies of the agreements should be attached as appendices to <br />the report. <br /> <br />· How do the operating principles for Trinidad Reservoir impact the Model water <br />rights? <br /> <br />· What is the estimated consumptive use of the Model Reservoir water rights? <br />
