The <br />reservoir designated as Young Creek Reservoir 1-2 is one in an array of two storage facilities used for <br />residual to irrigate 400 acres of service area. The reservoir has experienced a number of sinkholes within <br />the reservoir basin to route its 106 years of operation. Based on the level of seepage from the facility and <br />the presence of "sink holes" within the basin, action is deemed necessary to reduce the risk of future loss <br />of functionality of the impoundment. The second reservoir owned and operated by the Young Creek <br />Reservoir Company is Young Creek Reservoir NO.3. <br /> <br />In 2001, Knight Piesold and Co. completed a limited geotechnical investigation of the dam and placed <br />paired piezometers within the structure to allow phreatic surface level monitoring and determination of <br />hydrostatic pressure at the interface between the Dam structure and slide rock known to exist between <br />elevations 84 ft. and 102 ft. <br /> <br />After numerous discussions and meetings with the state dam safety engineer, lining of the reservoir along <br />the left abutment of the dam and the area immediately upstream of the dam on the left (southeast) side of <br />the reservoir has been deemed a viable interim solution to address sinkhole proliferation in this area. <br />This construction will allow the Young Creek Reservoir Company fill the facility without restriction with the <br />caveat that continued monitoring of the embankment piezometers occur. It is Young Creek Reservoir <br />Company's desire therefore to implement the rehabilitation construction to minimize the potential for <br />restrictions on the reservoir volume. They would like to complete this construction by the middle of <br />October 2004. <br /> <br />Project Sponsor <br /> <br />The Young Creek Reservoir Company is a Colorado Nonprofit Corporation registered with the state. <br />There are 34 shareholders and 60 shares of stock in the Young Creek Reservoirs 1-2 and 3. The Young <br />Creek Reservoir Company has the power to set annual assessments to be paid by the shareholders and <br />the power to cut off delivery to shareholders that fail to pay their assessments. The Young Creek <br />Reservoir Company Articles of Incorporation and By-laws are included in Appendix A. <br /> <br />Project Service Area and Facilities <br /> <br />The Young Creek Reservoir Company provides irrigation water to a 400-acre service area in Delta <br />County, Colorado. The two reservoirs owned by the Young Creek Reservoir Company include Young <br />Creek Reservoir 1-2 and Young Creek Reservoir 3. The service area extends to the south-southeast of <br />the reservoirs approximately 18 miles along Young Creek, the Big Ditch and Surface Creek, which runs <br />through the town of Cedaredge, Colorado. Irrigated acreage within the service area is primarily used to <br />grow fruit and hay as well as limited livestock watering.
