Discussion: <br /> <br />The applicant states that one of the UYWCD’s goals has been to firm up the yield of Stagecoach Reservoir. <br />It is stated that the excavation and channel work associated with diverting water from Morrison Creek into <br />Stagecoach Reservoir to firm up the yield is problematic and believe the better option is a reservoir on <br />Morrison Creek. Considering the proximity to Stagecoach Reservoir and the need to firm up the yield, it <br />would be helpful to understand the problems and issues associated with this alternative. <br /> <br />It was stated that the Morrison Creek Water and Sanitation District would prefer a surface water source that <br />could be supplied by gravity to its customers. It appears that the proposed reservoir site is located <br />downstream from the areas zoned for residential development by Routt County. <br /> <br />The applicant states that in order to promote collaboration and cooperation, they will seek partners for <br />recreation needs and other interests with additional partners being sought as the project feasibility and <br />permits are sought. An objective of SB179 is to encourage the development of water activities that address <br />multiple needs or issues, including consumptive and/or non-consumptive needs, or the needs and issues of <br />multiple interests. With this project being in the conception stage, the applicants have the unique <br />opportunity to address these other interests, in particular, non-consumptive needs. <br /> <br />Issues/Additional Needs: <br /> <br />Please provide a detailed budget--the project budget does not include level of effort and rates for <br />? <br /> <br />discrete tasks. <br />The scope of work should provide more detail on the purpose of each task, the method or procedure <br />? <br /> <br />used to accomplish the task and the deliverables or product produced. <br />Please provide a project schedule. <br />? <br /> <br />The applicant discusses water rights available for storage. Please provide a tabulation of said water <br />? <br /> <br />rights. <br />The applicant has not identified any TABOR issues, if any. <br />? <br /> <br />Please clarify why the diversion from Morrison Creek into Stagecoach Reservoir is not a preferred <br />? <br /> <br />option. <br />From the information provided in the application, it appears that a significant portion of the planned <br />? <br /> <br />development will be located upstream from the reservoir. Please clarify. <br /> <br />Staff Recommendation: <br />The proposed project meets the Threshold Criteria. Staff recommends funding the Morrison Creek Reservoir <br />Feasibility Study contingent on resolution of the items in the issues/additional needs section. It should be <br />noted that past costs can not be reimbursed. <br /> 3 <br />
