As I indicated, Bijou is trying to get construction started in September <br />and completed by mid-December, so that we do not miss the reservoir filling season. We <br />understand that we will all be working on a tight timeframe to accomplish this. By this letter, we <br />wanted to begin the detailed communications needed to make sure that all of the approvals and <br />documentation can be worked out within this timeframe. <br /> <br />The project engineer is Rich Tocher, at Tetra Tech RMC, in Longmont. Rich has indicated that <br />he provided copies of the plans and specifications for the project to your office last week. The <br />proposed final plans and specifications were also filed with the State Engineers office early last <br />week. Rich has told us that the State Engineers office expects final approval to be provided in <br />the near future. <br /> <br />The Irrigation District Act requires public notice ofthe bid request by publication in the <br />newspaper for not less than twenty days. We hope to begin that publication on Friday, July 21. <br />Our anticipated deadline for submitting and opening bids is August 11. <br /> <br />The Irrigation District Act also requires the District to have an election to approve the contracts <br />needed for this project. Public notice of the election is required for at least twenty days. That <br />notice must specify both the time of holding the election and the dollar amount of the contracts <br />to be entered into. Because of this, we are reluctant to publish the election notice until after we <br />have opened the bids, to verify that the bids are within the project cost estimates. <br />
