The estimated cost of the project is $407,000. Please see <br />the attached project summary and map. <br /> <br />Back!!round <br />The CRPOA, located in Adams County. represents property owners within the Columbine Ranches <br />Subdivision. The Association provides raw water to property owners through an existing well and pipeline <br />system. The water is used for irngation.l ivestock watering, and fire protection, and represents an existing <br />water use. The well has a junior water right and must be augmented to replace its consumptive use. The <br />CRPOA wants to buy water rights for this purpose. TIle project includes $10,000 for a turnout structure and <br />$7,000 for the cost of engineering to evaluate the water rights purchased. <br /> <br />This is the second request by the CRPOA for funding of this project, the first being at the May 12,1998 <br />CWCB meeting. The initial request was denied because the Board determined that the lack of <br />augmentation water does not constitute a hardship, a necessary condition for granting a loan from the Small <br />Project Loan Account. The CWCB invited the CRPOA to apply for a Standard Construction Fund Loan. with <br />funds available June 1999. <br /> <br />Feasibility Studies <br />The Association retained Robert Longenbaugh P.E., of Lakewood, to conduct a feasibility study. The study <br />was completed November 12, 1998 and includes an assessment of alternatives available to provide raw water <br />to the subdivision. The cost of the study was paid by the CRPOA. <br /> <br />The Columbine Ranches Property Owners Association <br />The Association is a nonprofit corporation registered in the State of Colorado. There are 54 members (one <br />for each of the 54 lots within the subdivision), and each member has one vote. Membership in the <br />Association is required by the Covenants as a condition of property ownership within the subdivision. The <br />
