The siphon is approximately one-
halfmile in length and is located just east of the town of Bayfield, Colorado. It has deteriorated to
the point that it is in need of immediate replacement.

The Board of Directors of the Pine River Bayfield Ditch Company (PRBDC Board) have worked
closely with Dan Lynn, District Conservationist, Natural Resources Conservation Service (NRCS)
and his staff, in Durango, Colorado, to develop a cost estimate and construction design to replace the
siphon. Unfortunately, the NRCS recently informed the PRBDC Board that they do not have a
geologist available to conduct the geological survey in a timely manner. The PRBDC Board desires
to take advantage of the drought to replace the siphon since the Pine River Bayfield Ditch is
anticipated to be out of water by mid to late July.

With this letter, we are requesting technical assistance in performing the geological survey from the
Bureau of Reclamation. The survey needs to include the following:
1) Construction of test pits
2) Logging oftest pits approximately every 500 feet along the alignment
3) Materials analysis (lab analysis)
. Gradations
. Atterberg
. Moisture Content
4) Geologic profile along alignment
5) Hydrologic analysis
6) Other criteria as deemed appropriate by the NRCS design engineer

We anticipate that the cost ofthis work will range between $5,000 and $10,000. If at all possible, it
would be desirable to schedule the survey to begin in early to mid August, 2003.

Flood Protection · Water Supply Plarming and Finance.
