<br />. <br /> <br />e <br /> <br />003274 <br /> <br />subsequent orders, judgments, and decrees entered in these Consolidated Cases <br />(collectively, the '"Blue River Decree"). <br /> <br />2. Petitioner Colorado River Water Conservation District ("River District") is a <br />political subdivision of the State of Colorado formed and existing pursuant to <br />Colo. Rev. Stat. ~ 37-46-101, et seq. The River District was formed for the <br />purpose of the conservation, use, and development of the water resources of the <br />Colorado River and its principal tributaries for the benefit of all the inhabitants <br />of the District. The River District is also charged with safeguarding Colorado's <br />entitlement to water under the Colorado River Compact. The River District's <br />boundaries encompass Grand, Garfield, Pitkin, Eagle, Delta, Gunnison, Mesa, <br />Moffat, Ouray, Rio Blanco, Routt, and Summit Counties, and portions of <br />Hinsdale, Saguache, and Montrose Counties. <br /> <br />3. Petitioner River District and a substantial number of inhabitants within the <br />boundaries of the River District are beneficiaries of the C-BT Project. The River <br />District also is a representative of West Slope water users that are beneficiaries <br />ofthe Blue River Decree and of Senate Document No. 80. <br /> <br />4. Petitioner Grand Valley Water Users Association ("Association") operates the <br />Grand Valley Proj ect under contract with the Bureau of Reclamation. That <br />project delivers irrigation water supply from the Colorado River to approxi- <br />mately 23,341 acres ofland in the vicinity of Grand Junction, Colorado. The <br />Association provides such supply to beneficiaries ofthe Blue River Decree and <br />Senate Document 80. <br /> <br />5. Petitioner Orchard Mesa Irrigation District C"OMID") is an irrigation district <br />organized and operating under Colorado state law, which delivers irrigation <br />water supply from the Colorado River to approximately 9,200 acres ofland in the <br />vicinity of Grand Junction, Colorado. OMID provides such supply to <br />beneficiaries of the Blue River Decree and Senate Document 80. <br /> <br />6. Petitioner Palisade Irrigation District ("PID") is an irrigation district organized <br />and operating under Colorado state law, which delivers irrigation water supply <br />from the Colorado River to approximately 3,640 acres ofland in the vicinity of <br />Palisade, Colorado. PID provides such supply to beneficiaries of the Blue River <br />Decree and Senate Document 80. <br /> <br />7. Petitioner Middle Park Water Conservancy District ('"Middle Park") is a political <br />subdivision of the State of Colorado formed in 1950 and existing pursuant to <br />Colo. Rev. Stat. ~ 37-45-101, et seq., which includes the entirety of Grand and <br />Summit Counties where all of the West Slope components of the C-BT Project <br />are located. Middle Park has participated in these Consolidated Cases since <br />1963. <br /> <br />8. Petitioner Grand Valley Irrigation Company C"GVIC") is a mutual ditch company <br />organized and operating under Colorado state law which owns decrees that <br /> <br />4 <br />
