<br />. <br /> <br />Section 6. <br /> <br />Authority <br /> <br />These Guidelines are issued pursuant to thc authority vested in the Secretary by <br />fedcrallaw, including the Bouldcr Canyon Project Act of 1928 (28 Stat. 1057) (the <br />"BCPA"), and the Decree issued by the U.S. Supreme Court in Arizona v. California, <br />376 U.
