Though <br />it is the pos~ion of the United States through the Un~ed States International Boundary <br />and Water Comnlission that the United States does not mitigatc for impacts in a foreign <br />country, the United States is committed to participate with Mexico through the IBWC <br />Technical Work Groups to develop cooperative projects beneficial to both countries <br />concerning the issues expressed by Mexico.
