2

III. Refinement/Execution of SWSI Recommendations

The SWSI report contains a number of important recommendations. Many of these
recommendations will require additional definition and consensus building. Examples of this
ongoing work include: working with water providers to develop a water supply and water use
reporting mechanism; develop a tracking mechanism for Identified Project and Processes and
update their status; continue to work on prioritizing environmental and recreational options and
important resource areas; develop additional consensus as to how to address the remaining gap
(20%) assuming all Identified projects and Processes move forward; assess issues associated
with competition for the same water supplies; explore development funding strategies and
potential legislation to build significant non-reimbursable capabilities in the areas of rural,
agricultural, environmental, recreational and multiple water user coordination; work on
developing options and consensus for improving the project permitting process.

The above outline is an initial set of ideas, which will be further developed. Additional ideas and
areas of emphasis will be incorporated into a detailed scope of work. The CWCB will be provided
with a detailed scope of work and ask:ed for approval of the work prior to entering into any contracts.

Recommendation

At this time it appears that sufficient funds will be available from the original project authorization
to complete certain limited activities for SWSI from December 2005 through July 2006.

Flood Protection.
