<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />PRELIMINARY DESIGN <br />SW DRAINAGEW A Y <br />RAILROAD TO WASIDNGTON STREET <br />TOWN OF OTIS, COLORADO <br /> <br />PURPOSE <br /> <br />The purpose of this preliminary design project is to evaluate a proposed alignment of the SW Drainageway <br />within the town of Otis, south of the railroad tracks, The evaluation will include hydraulic analysis, <br />preliminary construction cost estimates, and comparison to previous designs, <br /> <br />OBJECTIVES <br /> <br />There are three main objectives to accomplish with this evaluation: <br /> <br />1. Overcome local objections to the 1988 and 1993 projects. <br />2, Design a channel system to have similar capacity to the 1993 design, <br />3, Design a channel system to have similar costs compared to the 1993 design. <br /> <br />BACKGROUND <br /> <br />A flood control channelization project was designed in 1988 by Norton Underwood and Lamb for the SW <br />Drainageway within the town limits, A portion of the project, north of the railroad embankment through <br />Highway 34, was constructed and appears to be perfonning as expected. The area south of the railroad <br />embankment was found unacceptable to the Town, and the project was canceled, After the 1993 flood, <br />KLH of Greeley redesigned the channel along the railroad and the crossing at Washington Street. Although <br />this project was submitted to the Colorado Department of Local Affairs for funding and was approved and <br />funded, it was also found unacceptable due to objections from some affected property 9wners. <br /> <br />The 1988 design included a new culvert through the railroad embankment, a channel parallel to the railroad <br />(on the south side) west to Washington Street, a lowered Washington Street, and a channel upstream to Oak <br />Street following the Elm Street alignment, then turning southwesterly to Dade Street. The design capacity <br />was near the to-year storm frequency. <br /> <br />The citizens of Otis found the 1988 design unacceptable for two main reasons, The fIrst reason was that <br />the south railroad access road between Vine Street and Washington Street would be eliminated, The <br /> <br />96-046,OO2/PRELIM <br />
