Pine River-Bayfield Ditch Company
Siphon Replacement Project

INTRODUCTION

At the May 2003 board meeting, the Colorado Water Conservation Board (CWCB) approved a loan
to the .Pine River Bayfield Ditch Company in the amount of $200,000, from the Construction Fund. The
$200,000 loan was for the replacement of the Company's 32-inch steel siphon.

The Pine River-Bayfield Ditch Company is requesting (see attached letter), an increase of
$30,000 to the Company's 2003 authorization of $200,000, for a new total amended loan amount of
$230,000. The requested loan increase is due to higher construction costs that have occurred since the
May 2003 board meeting.

BACKGROUND

The Pine River-Bayfield Ditch Company provides irrigation water to a 2,596 acre service area,
generally located south of the Town of Bayfield, in La Plata County. The service area includes tribal1ands
of the Southern Ute Indian Tribe, the largest shareholder on the ditch and typical shareholder acreages
ranging from 10-20 acres to 200:-300 acres farms. The total number of shareholders is 51. The Company's
ditch system is comprised of a 2,300 foot steel siphon and 10.5 miles of unlined ditch, with 60-70
headgates.
