<br />Staff is proposing the following conditions for such temporary water acquisitions: <br /> <br />. The requested authority to approve temporary acquisitions will expire December 31, 2002. <br /> <br />. All temporary acquisitions approved by the Director must comply with the State Engineer's Policy <br />regarding substitute supply plans (Policy 2002-02), including provisions for SEO approval, notification <br />and non-injury. <br /> <br />. All uses of the temporarily acquired water by the Board will terminate on December 31, 2002. <br /> <br />. Temporary acquisitions will not be considered for streams where the Board does not currently hold an <br />instream flow water right. <br /> <br />. Temporary acquisitions will not exceed the amount previously determined by the Board to preserve the <br />natural environment to a reasonable degree. <br /> <br />. Staff will advise the Board at the earliest opportunity of all temporary acquisitions approved by the <br />Director pursuant to this authority. <br /> <br />Staff Recommendation <br /> <br />Staff recommends that the Board authorize the Director to approve temporary acquisitions for instream flows <br />and to apply for temporary substitute supply plans for use of the acquired water, subject to the conditions <br />outlined in this memo. <br /> <br />Flood Protection.
