<br /> <br />Federal Emergency Management Agency <br />Washington, D.C. 20472 <br />AUG 2 11998 <br /> <br />LETTER OF MAP REVISION BASED ON FILL <br />218-65-F (RETURN) <br /> <br />Community: Garfield County, Colorado <br />Community No.; 080205 <br />Map Panel Affected: 1354 B <br />Map Effective Date: January 3, 1986 <br /> <br />IN REPLY REFER TO CASE NO. 98-08-415A <br /> <br />We reviewed a request dated August 6, 1998, for a Letter of Map Revision. All required information for this request <br />was received on August 17, 1998. This property was elevated by the placement of fill after the date of the earliest <br />National Flood Insurance Program (NFIP) map showing the area in a Special Flood Hazard Area (SFHA), the area <br />that would be inundated by the flood having a I-percent chance of being equaled or exceeded in any given year (base <br />flood). Using the information submitted and the effective NFIP map, we determined the property described below <br />is in an SFHA designated Zone AO, Depth 1 foot, Velocity 4 feet per second. This area has been identified as being <br />subject to alluvial fan flooding. <br /> <br />Property Description: Lot 4, B.T.E. Minor Subdivision <br /> <br />Street Address: 1595 East Seventh Street South <br /> <br />Flooding Source: Ramsey Gulch <br /> <br />The Federal Emergency Management Agency issues Letters of Map Revision Based on Fill (LOMR-Fs) upon <br />determining that properties have been elevated by the placement of fill and are no longer within an SFHA. The <br />procedures that result in the issuance of LOMR-Fs are provided in Section 65.5 of the NFIP regulations (copy <br />enclosed). However, in areas subject to alluvial fan flooding, the provisions of Section 65.5 do not apply. (See <br />Paragraph 65.13(b) of the regulations.) Alluvial fan flooding is characterized by high-velocity flows; erosion, <br />sediment transport, and deposition; and unpredictable flow paths. Riverine floodplain mitigation strategies may not <br />provide adequate protection in areas subject to alluvial fan flooding. Therefore, we do not issue LOMR-Fs in areas <br />subject to alluvial fan flooding. We cannot review the submittal as a request for a LOMR-F and are returning the <br />$425 check submitted with the request to defray the cost of our review. <br /> <br />We based our determination on the flood data presently available. This determination does not preclude map changes <br />resulting from more accurate analyses and/or data than those used to develop the NFIP map, or implementation of <br />mitigation strategies appropriate for alluvial fan flooding. Requests for such changes should be submitted through the <br />community and meet the data requirements as described in Part 65 of the NFIP regulations. Data submittal <br />requirements for requests dealing with structural flood control measures in areas subject to alluvial fan flooding are <br />described in Section 65.13 of those regulations. <br /> <br />We trust this letter clarifies any confusion regarding our map revision process, particularly in areas subject to alluvial <br />fan flooding, and the reasons we cannot revise the NFIP map based on the information submitted with this request. <br />If you have any questions about this letter, please contact Ms. Sally P.
