<br />Section 10 <br />Evaluation Framework <br /> <br />'.IlL <br /> <br />Colorado Water Conservation Board (CWCB) - The <br />CWCB includes representatives from each river basin, as <br />well as key state policy makers. CWCB reviewed <br />information from the Basin Roundtable Technical <br />Meetings and Public Information Meetings, and provided <br />crucial input on the development of planning objectives <br />and strategies for achieving the objectives and <br />implementing solutions. <br /> <br />SWSI Basin Roundtables - SWSI Basin Roundtable <br />Technical Meetings provided a forum for local interests <br />(municipal water providers, agricultural water districts, <br />local governments, state and federal governments, and <br />environmental and recreational interest groups) to review <br />and present water demand and supply information, help <br />guide the development of water management objectives <br />and performance measures, and exchange ideas on how <br />to meet the water needs of the region. The focus of these <br />SWSI Basin Roundtables, which met up to four times in <br />each river basin, was to develop consensus on specific <br />water resources issues. SWSI Basin Roundtable <br />members' input was used as the primary means of <br />identifying, developing, and evaluating water <br />management solutions in SWSI. <br /> <br />Public Outreach - The SWSI public outreach program <br />provided a forum specifically for presenting information to <br />the general public, and for obtaining feedback on the <br />process and conclusions. A series of Public Information <br />Meetings was held within each of the river basins near <br />the beginning of SWSI. A second round of Public <br />Information Meetings was held in conjunction with the <br />last round of SWSI Basin Roundtable Technical <br />Meetings. In addition, public comments were received at <br />each Basin Roundtable Technical Meeting <br />and at each CWCB Board Meeting. SWSI Conce ts <br /> <br />CONI <br /> <br />10-2 <br /> <br />10.2 Overview of Evaluation <br />Framework <br /> <br />The following terms were used to ensure that <br />stakeholders had a common language during the <br />planning process. <br /> <br />The overarching interests in water <br />management - they define major <br />goals of water users in clear, <br />understandable terms <br /> <br />Stakeholder values, specifically the <br />weights that they assign to each <br />objective, relative to the other <br />objectives <br /> <br />Indicators of how well the objectives <br />are being achieved <br /> <br />The individual water supply projects <br />or management strategies that could <br />be implemented to meet the <br />objectives <br /> <br />A grouping of similar types of options, <br />as described in Section 9 <br /> <br />Combinations of options that appear <br />to best meet water management <br />objectives, which may be developed <br />in subsequent phases of SWSI <br /> <br />The overall evaluation framework is summarized in <br />Figure 10-2.
