<br />FLOOD INSURANCE STUDY <br />PITKIN COUNTY, COLORADO AND INCORPORATED AREAS <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study (FIS) investigates the existence and <br />severity of flood hazards in the geographic area of Pitkin County, <br />Colorado. This study involves the Ci ty of Aspen, the Town of <br />Snowmass Village, and the unincorporated areas of Pitkin County <br />(hereinafter referred to collectively as Pitkin County), and aids in <br />the administration of the National Flood Insurance Act of 1968 and <br />the Flood Disaster Protection Act of 1973. (Flood hazard <br />information presented in this study for the Town of Basalt has been <br />included for information purposes only.) This study has developed <br />flood risk data for various areas of the community that will be used <br />to establish actuarial flood insurance rates and assist the <br />community in its efforts to promote sound floodplain management. <br />Minimum floodplain management requirements for participation in the <br />National Flood Insurance Program (NFIP) are set forth in the Code of <br />Federal Regulations (CFR) at 44 CFR, 60.3. <br /> <br />In some States or communities, floodplain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requirements. In such cases, the more <br />restrictive criteria take precedence and the State (or other <br />jurisdictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this FIS are the National Flood <br />Insurance Act of 1968 and the Flood Disaster Protection Act of 1973. <br /> <br />The hydrologic and hydraulic analyses for this study, wi th the <br />exception of the Fryingpan River in the Town of Basalt, were <br />performed by Denver Engineering Corporation (DEe), for the Federal <br />Emergency Management Agency (FEMA), under Contract No. EMW-C-1184. <br />This study was completed in April 1985. <br /> <br />The hydrologic and hydraulic analyses for the Fryingpan River in the <br />Town of Basalt were prepared by Gingery Associates, Inc. (GAl), for <br />the Town of Basalt. The GAl work was completed in October 1978. <br /> <br />1.3 Coordination <br /> <br />The communi ty base map for the Town of Basal t was selected and <br />streams requiring detailed study were identified in a meeting <br />attended by representatives of FEMA, the Colorado Water Conservation <br />Board (CWCB), the Town of Basalt, and the Study Contractor (SC) on <br />June 8, 1977. <br />
